Buying certificates for military medical commissions (MMCs) has become a popular fraud scheme in Ukraine. However, as noted by the Minister of Health Viktor Lyashko, the majority of such "documents" are not sold by doctors, but by ordinary fraudsters.
In 2022, the process of passing the VLK was digitized. All stages, from patient registration to the issuance of a medical opinion, take place in digital format. This allows you to track which doctor prescribed the examination, which tests were performed and which conclusions were drawn.
"In the case of investigations, documents can be obtained quickly by court order," Lyashko emphasized.
However, despite digitization, cases of corruption among doctors still occur. The minister acknowledged the existence of criminal cases for such violations.
To combat abuses, the Ministry of Health and the Ministry of Defense are jointly working on the reform of military medical commissions. The main idea is to separate administrative functions from medical ones. In particular, conscripts will no longer be tied to territorial recruitment centers (TCCs) and will be able to independently choose a hospital for examination.
In addition, the Ministry of Defense is planning inspections of institutions that conduct VLK to ensure compliance with mobilization rules and standards of medical examinations.
Despite the efforts, fraudsters still find ways to sell fake certificates over the Internet. The minister emphasizes that the Ministry of Health cooperates with law enforcement officers and the National Agency for the Prevention of Corruption (NACP) to overcome this problem.
