In Odessa and Kryvyi Rih, law enforcement officers investigate corruption schemes with the participation of officials

An investigation into large-scale corruption schemes involving embezzlement of budget funds and abuse of office at various levels of government is ongoing in Ukraine. Law enforcement officials from the Odessa and Dnipropetrovsk regions have come under scrutiny.

During the investigation, it was established that the head of the Odessa Regional State Administration, Oleg Kiper, the head of the Vygodnya community, Andriy Rybachok, and the head of the Department of Education, Culture, Youth and Sports of the Vygodnya Village Council, Viktoria Grabovska, organized a criminal group. It also included fictitious legal entities, in particular, LLC "DAVMIR STROY".

Using their official positions, the defendants implemented a scheme to embezzle funds intended for the construction of protective structures at the Vyshenka kindergarten and the Vyhodnyansky lyceum in the village of Vyhoda, Odessa district. Among the methods were fictitious tenders, artificially inflated prices, the use of shell companies, and money laundering through shadowy "conversion centers."

These criminal actions were covered up by representatives of state bodies - the State Tax Service, the State Audit Service, and law enforcement officers, who, in exchange for bribes, avoided proper inspections, did not enter data into the ERDR, and blocked the investigation.

The materials were attached to criminal proceedings No. 72024161010000017, opened on November 28, 2024 under Part 5, Article 191 of the Criminal Code of Ukraine.

In parallel, another incident is being investigated, this time in the Dnipropetrovsk region. There, within the framework of the 2023 international project for the rehabilitation of children from privileged categories abroad, violations were discovered in the formation of lists of participants.

As it turned out, with the assistance of the head of the regional council Mykola Lukashuk and deputy Tetyana Chabanova, children who did not have the legal right to it were included in the lists for free vacation in Hungary. In particular, the child of the deputy head of the Metallurgical District Council Oleksandr Kucher was included in the program as "gifted", without supporting documents.

45 children from the Kryvyi Rih district went on vacation, and it turned out that some of them did not meet the declared preferential criteria. This raises doubts about the transparency of the selection process and adherence to fairness.

The materials are attached to criminal proceedings No. 12025041230001541 dated July 9, 2025 under Part 1 of Article 366 of the Criminal Code of Ukraine.

Both cases are currently under investigation, and law enforcement officials promise to provide the public with more information once the investigation is complete.
