In Odessa, a large -scale scheme of theft of budgetary funds, which were assigned to rehabilitation of drug addicts. The case appears in the City Council Irina Kutsenko, who, according to the investigation, has appropriated more than 10 million hryvnias through fictitious contracts.
According to the ABSolution , in 2023–2024, the Municipal Enterprise “HIV/AIDS Prevention and Combating/AIDS” concluded direct contracts with the FOP Vvalvets to provide rehabilitation services. Formally, the drug addicted, however, as the investigation found out, most patients were invented and the funds were "sprayed" between the participants of the scheme.
Scheme of fund distribution:

15% received Tatiana Kutsenko (mother -in -law of deputies) - for "food";

30% listed Vadim Non, who was the main FOP in the scheme;

40% went to FOP Anton Gribtsova - for allegedly "psychological assistance";

The remaining 15% - for "related expenses", which are also not documented.
The total amount that passed through the accounts of the FOP Vodovynets amounted to UAH 9.5 million. According to the public procurement base, just so much won through contracts - which shows that the funds went solely for "development", not real assistance.
Failed but implemented program
Formally, the scheme worked under the cover of the program "Fast-Track Odesa). The program was twice failed by the deputies of the City Council due to its doubt, but Kutsenko and the director of the Department of Health Levon Nikosyan implemented it through other city programs - including social protection.

The scandalous history of the deputy
