In the first months of 2025, 81 928 new entrepreneurs were registered in Ukraine. This is 9% less than in the same period last year. At the same time, 119,895 entrepreneurs were stopped-44% more than in 2024. About it reports "Glavcom" with reference to the analytical platform "Openatnatabot".
As a result, from the beginning of the year, the clean reduction of the number of FOPs is 37 967. For comparison, last year, over the same period, the opposite was opened more than closed - by 7 166 entrepreneurs.
The most popular area of activity among the new FOPs remains retail trade - this is done by every fourth newly arrested entrepreneur. The three leaders also included IT and software consulting (7 129 FOPs), as well as wholesale trade (6 216 FOPs).
FOPs in Kiev (11.6 thousand), Dnipropetrovsk (7.8 thousand) and Lviv (6.1 thousand) regions are most actively registered.
This year, women's business growth is also observed - 61% of new FOPs are registered by women.
According to Danylo Hetmantsev, the Chairman of the Committee on Finance, Tax and Customs Policy, such a jump in the number of closers is explained by the restoration of the compulsory payment of the ESA from January 1, 2025, even for those entrepreneurs who do not actually do activities. In addition, the FOPs have a compulsory military fee - 800 UAH per month, regardless of activity.
“The“ sleeping ”FOPs of the first and second groups that did not business were closed. They decided not to pay taxes "for just like that" and closed. At the same time, we have a positive dynamics since March: the number of discoveries exceeds the number of liquidations, ”Getmantsev explained.
In March 20 029 new FOPs were registered, 18 477 were closed. In April, 21 517 were opened, and 17 618 were liquidated. But in the first week of May, the absolute record was recorded - 7 014 discoveries.
In total, from the beginning of the year to May 1, 88 388 new entrepreneurs have been registered in Ukraine.
