A new discussion has been launched in Ukraine on the possible mitigation of the rules of traveling abroad for men under 25 years of age. According to Minister of Education and Science Oksen Lisovy, this idea is actively discussed in parliamentary circles and is in the stage of preliminary study.
We are talking about young people who have not yet reached the age of conscription. The initiative discussed aims to eliminate barriers for learning, moving or other opportunities that are related to life outside the country. In fact, it is a question of generation mobility that does not yet fall into the primary categories of mobilization.
According to officials, more and more school graduates are trying to continue their studies or build a career abroad. However, due to martial law and restrictions on departure for men, even those who are not yet mobilized, have to face serious difficulties.
At the same time, according to the government, there are no centralized and accurate data on the number of graduates who leave the country after graduation. This complicates the monitoring and planning of public education policy.
Despite all the restrictions, the government continues to emphasize the importance of maintaining communication with Ukrainian youth, which temporarily traveling outside the country. According to the Ministry of Education, the main thing is to create the conditions for these young people to have an incentive and the opportunity to return and work for the benefit of the state after completing their studies or experience.
There are no specific decisions yet, but there are more and more signals in the public space that Ukraine can move to a more flexible policy on the departure of young men who are not yet a mobilization resource.
This decision, in the case of its implementation, will be an important step in supporting the educational and professional mobility of a new generation of Ukrainians - at a time when the country is fighting for its future on many fronts.
