On June 12, 2025, the Presidential Decree No. 397/2025 came into force, which changes the rules of military service for persons with medical, pharmaceutical and rehabilitation education. From now on, such experts cannot be appointed to non -core positions in the Armed Forces of Ukraine - only with voluntary consent.
This was reported by the Ministry of Health of Ukraine.
According to the new decree, mobilized citizens and operating servicemen who have appropriate special education may be assigned exclusively for positions providing for medical, pharmaceutical or rehabilitation assistance.
This is about:

specialist physicians (with a master's degree and certificate);
-
specialist pharmacists;
-
specialists in the specialties "Technology of medical diagnostics and treatment" (special. "Prosthetics-orsthetics"), "Therapy and rehabilitation", "Biomedical engineering";
-
persons with postgraduate education in the areas of "ergotherapy", "physical therapy", "prosthetics-orsthetics", "language therapy and speech".
It is also forbidden to appoint such citizens to positions in need of lower qualification than the one they have.
A separate point of the decree expands opportunities for health care professionals. Now not only doctors but also pharmacists can be assigned to the officer's positions of medical service. If they did not pass the relevant military training earlier, it will be organized.
The list of specialties for which is possible in the field of rehabilitation is also updated. Anyone who meets the qualification requirements will be able to undergo military training.
The Ministry of Health emphasizes that these changes are not only social but also practical - specialists should work where they are most effective.
"Ukrainian doctors and rehabilitation are extremely in demand at the front, but their appointment was widespread. This decree returns logic to the army's personnel policy," the Ministry of Health said.
