In Ukraine, more than 145 thousand pensioners of conscript age, who do not participate in the defense of the state, remain in Ukraine. They have no disability, do not work and are mobilized, but they receive pensions for years on a monthly basis. Such statistics, published by the Ministry of Social Policy, raise more issues in a society living in the realities of a full -scale war.
It is a part of more than 635 thousand pensioners of power agencies who have special status. The average retirement age in this category is only 51 years. And one in four of them is a man who is formally subject to the definition of conscript age, but not involved in hostilities.
The pension system for servicemen, law enforcement officers, border guards and other security forces was formed long before the war and was based on a logic of early retirement after 25 years of service. This allows you to receive up to 70% of cash even at 45 years.
However, participation in hostilities in no way affects the amount or right to a pension. It turns out that those who have never seen the front have the same pension guarantees as those who are directly at risk of life on the front line. This situation gives rise to a deep imbalance and demoralize the military who now protect the state.
Against the backdrop of the growth of public request for justice, the government prepares the revision of pension legislation. In the Cabinet of Ministers, they stated intention to introduce clear benefits for combatants, as well as to cancel or limit payments to those who do not have active combat experience, but receives funds from the state budget.
It is, in particular, the abolition of privileges for those who have retired early but do not participate in the defense of the country during the war. According to the media, the mechanisms of partial mobilization among this category of pensioners are also discussed - especially those who have relevant skills and are capable of performing rear or auxiliary tasks.
Currently, the only advantage for pension mobilized is the opportunity to retire 5 years earlier. However, such a concession looks insignificant in comparison with the conditions that operate for "peaceful" retirees of power structures. It is obvious that deeper changes are needed to correct the imbalance and make the system motivational rather than encouraging to avoid service.
