A Unified Information System of the Social Sphere will be created in Ukraine. Danylo Hetmantsev explained the importance of this decision. The relevant draft law was adopted by the government. According to him, the issue of creating such a system was ripe for a quarter of a century ago. Hundreds of laws were adopted that provide for various benefits and assistance, bodies were created and reorganized to take care of them, each formed its own database or registry.
Even before the war, the question of how many recipients of various types of social assistance there are in Ukraine was answered with different numbers with an error of several million. Now, with up to 10 million refugees and internally displaced people, the situation is even more complicated. Some privileges inherited from the USSR, such as extraordinary installation of a wired telephone or preferential use of a "radio point", have not been reviewed for years and have a value of several hryvnias.
Previous attempts to create a Unified Information System did not yield results. More than a decade and a half ago, they received international aid in the amount of hundreds of millions of dollars, but the project was delayed, the computer equipment was outdated, and there was no Internet in some places. Some believed that the most reliable way to store data is a cardboard folder with strings.
New technologies are now available. For example, thanks to the integration of many registers in Diya, when filling out an application for benefits, you do not need to re-enter all the information, you can confirm it in one click.
Hetmantsev emphasized the importance of bringing the creation of the Unified Information System to its logical end, so that citizens could quickly receive benefits without bureaucratic red tape. He noted that the government should be interested in this, because it is about the effective spending of about 470 billion hryvnias.
