Mobilization continues in Ukraine: who should appear in the CCC in 2025

After the introduction of martial law in the country, not only rules for the army or authorities, but also the responsibilities of citizens are changed. In 2025, against the background of the continued war, the issues of mobilization remain relevant: who is subject to conscription, what duties have the population and what types of mobilization operate in Ukraine.

Types of mobilization

Depending on the scale, mobilization is of two types:

  • General - declared throughout the country.

  • Partial - applies to individual areas or sectors (army, economy, institution, etc.).

The duration of mobilization directly depends on the duration of martial law. It is currently extended until August 6, 2025.

The duties of citizens in the period of mobilization

According to Article 65 of the Constitution of Ukraine, every citizen is obliged to protect the independence and territorial integrity of the state. The following rules apply during mobilization:

  • He received the summons - is obliged to appear in the shopping center.

  • Report a change in address, marital or place of work within 7 days.

  • Have a military ticket (paper or electronic).

  • To provide transport or other property for the needs of the army - with compensation.

  • To undergo medical examination and clarification of credentials.

The control over compliance with the rules is increased: not only representatives of the CCC, but also police, border guards and authorized inspectors can be inspected.

Who is to be mobilized in 2025

Under the call fall:

  • Men between the ages of 25 and 60, if they are:

    • fit for health,

    • do not have a deferral,

    • are not booked.

  • Men aged 18-25 if:

    • are reserve officers or have an experience of conscript service.

Other citizens of this age category may join the army voluntarily by contracting.

Women can also be called for consent if they are on military registration. As a rule, it is about specialties related to medicine, IT, telecommunications, chemistry, biology, etc.
