In Ukraine, general mobilization continues, and the martial law remains in force. During this period, military men from 18 to 60 can call the ranks of the Armed Forces of Ukraine if they are not entitled to deferral. At the same time, the legislative changes that came into force in 2024 significantly narrowed the list of those who could avoid mobilization.
Who can mobilize?
Mobilizations are subject to:
men between the ages of 18 and 60 (from the age of 18 - only those who have military experience, the rest - from 25 years).
Men who have lost the right to defer due to changes in legislation.
Who lost a deferral?
Students who receive a second or third higher education. The deferral is now given only to those who study in full -time or dual form and get the next level of education (for example, from a bachelor to a master's degree).
Parents of three or more children who have alimony debts. Previously, this category could get a deferral, they can now be mobilized.
Single parents, if the mother of the child is not deprived of parental rights, has not died, has not disappeared and is not prison.
Persons who care for their wife's parents. The deferral is now given only to those who care for their own parents with disabilities 1 or 2.
The erected brothers of the dead may no longer be a deferral. It is provided only for native or minor siblings.
Employees of the Ministry of Defense of the Ministry of Defense no longer have automatic deferral.
What does it mean?
Due to the new restrictions on the military, it became much more difficult for men. It means that:
- Students cannot "hide" at universities, constantly receiving second and third education;
- Delay is no longer a guarantee for certain categories of parents;
- Even care for persons with disabilities is not always a basis for avoiding mobilization.
Legislative changes are aimed at expanding the mobilization resource, but at the same time they cause considerable public resonance. Observers believe that the number of mobilized citizens can increase significantly due to the decrease in categories that were previously entitled to deferral.
