In 2024, the Ukrainian budget faced a significant deficit of funds for the needs of the Armed Forces of Ukraine (AFU). According to the chairman of the tax committee of the Verkhovna Rada, Danylo Hetmantsev, the budget lacks at least 300 billion hryvnias, which requires immediate measures to replenish financial resources.
"How can such money be raised? We will again wait for proposals from the CM. But yes, they cannot be provided by bypassing basic taxes. Therefore, the changes will apply to budget-forming direct and indirect taxes, in particular VAT, excise duties and excise taxes," Hetmantsev writes.
He admits that this is bad for the economy, but "in the alternative of property or life, we unequivocally choose life," the deputy declares.
According to the media, the draft law on increasing VAT and military duty may be voted on in the Council this summer.
