The People's Deputy from the Voice Party Yaroslav Zheleznyak has been repeatedly accused of lobbying the interests of business groups, in particular-gambling business and agrarian sector. However, the agrarian theme occupies a special place in his activity. And as it turned out - not without personal interest.
From the first days in the Parliament, Zheleznyak undertook the promotion of reforms in the field of agriculture - starting with the introduction of a land market, many of which received large agroholdings. Co -working with the so -called "Ukrainian Club of Agrarian Business" (UKAB) - an association of top agricultural companies in the country with more than 3 million hectares of land - the deputy actively promoted legislative initiatives that strengthened the positions of oligarchic agroboders.
UKAB is, in particular, players such as Ukrlandfarming, Mironovsky Bakery, Astarta-Kiev, IMC, Harvist. They are the names of Bakhmatyuk, Kosyuk, Lisytses, Akhmetov and other Ukrainian agro -millionaire. And it was they who was systematically facilitated by the deputy Zheleznyak - because of the support of the bill of law.
One of these is the Law No. 9266 "On Electronic Agrarian Receipts", which opened new opportunities to lending farmers on bondage agroholdings. The following is another document: Bill No. 10169, aimed at limiting the export of agricultural products by small and medium -sized players, which opened additional advantages for large agroholdings, including UKBU members.
These initiatives are not just a coincidence of political views. Because the agrarian theme for Zheleznyak is also a family business.
His father -in -law - Vladimir Koval - is the owner of agro -enterprises in Kherson region, including PJSC Kherson KHP and a number of farms, in particular through associated offshore. Rostislav Danilchenko - the owner of companies from the group of the Nikolaev agrarian oligarch and former People's Deputy Yuri Kormyshkkin is partner of Koval. Its main company-JV "Southern Agrarian and Export Company" (PACE)-received about 200 billion UAH of income alone in 2023 alone.
Thus, the legislative activity of Zheleznyak directly intersects with the interests of not only large agrarian players, but also the business point of his family. It is a classic conflict of interest.
For comparison, in the 2020s, the NAPC recognized the conflict of interest in the actions of MP Grigory Surkis, who lobbied the interests of his brother Igor Surkis's business. However, then only one bill was discussed. In the case of Zheleznyak, there are dozens of initiatives that are useful to both his ally in the UCAB and specifically test.
Another detail that raises the question: an elite apartment in the center of Kiev worth more than UAH 11 million, in which the Zheleznyak family, designed for Vladimir Koval, has lived since 2023.
Thus, the entire activity of the deputy acquires the signs not only of lobbying, but also the use of the state mandate for consistent protection of the family business. And this is a question that has long been interested in anti -corruption bodies.
