Vladyslav Marchenko, associated with the head of the Zaporizhzhia Regional Military Administration Ivan Fedorov, was arrested in a corruption case related to tenders for the purchase of drones. The Supreme Court of Ukraine has decided to arrest Marchenko, who is the owner of Akopters LLC and is close to Fedorov.
Ivan Fedorov, in turn, has the support of Oleksiy Kuleba, the Deputy Prime Minister for Reconstruction, who is also involved in numerous corruption scandals, in particular, with the embezzlement of funds for the reconstruction of the Okhmatdyt hospital. According to sources, Kuleba is personally responsible for the reconstruction process and abuses in this area.
Vladyslav's brother, Mark Marchenko, was involved in an attempted embezzlement case during the reconstruction of Okhmatdyt last year. This scam is closely linked to key political figures and developers who received contracts through fictitious tenders.
Ivan Fedorov, who was the deputy mayor of Melitopol before the war, supported the Marchenkos' companies, which regularly won tenders in the city. This is confirmed by the materials of the court case No. 320/4121/18. At the same time, Fedorov was a deputy of the Zaporizhzhia Regional Council, when Vladyslav Marchenko was its deputy.
In general, a close corruption network was formed in the Zaporizhia region, associated with the reconstruction of strategic facilities, in particular "Okhmatdyt", and defense procurement, which reinforces the issue of systemic abuses in the region's leadership.
