The Supreme Anti -Corruption Court (VAKS) made a decision in the case of a corruption scheme related to the deputy of the Kyiv City Council Vladislav Trubitsyn. The court approved the Agreement on the plea concluded between the ex-deputy director of the Kyiv Heritage Municipal Enterprise Dmitry Kovalchuk and the Prosecutor's Office.
The sentence provides for 6 years in prison with a ban on holding public and municipal positions for three years. However, Kovalchuk immediately received a probationary period for 1 year, which actually releases him from imprisonment. He also confiscated two land in the Boryspil district of Kyiv region.
According to the terms of the agreement, Kovalchuk pledged to transfer UAH 1.3 million to the needs of the Armed Forces. Part of this amount - UAH 893 thousand - the court has already transferred the army from the pledge, made during the consideration of the case.
It is this case that became one of the loudest corruption schemes in Kiev. According to the investigation, Kyiv City Council deputy Vladislav Trubitsyn organized a scheme through which he received bribes from entrepreneurs for the placement of small architectural forms (MAFs). Officials of utility companies and close to the deputy of the person were involved in the criminal mechanism.
In February 2022, NABU and SAP detained Kovalchuk and other defendants while receiving another bribe. Trubicin managed to avoid detention, and he finally fled abroad, leaving his associates in Kiev.
The former deputy of the Kyiv City Council is being searched, but his return to Ukraine remains in question. As practice shows, even open criminal cases and corruption charges do not always become a obstacle for those who leave the country in time.
