The Verkhovna Rada is preparing to abolish special pensions for judges and prosecutors

While most Ukrainian pensioners survive several thousand hryvnias, some representatives of the judicial, prosecutorial and power systems receive tens or even hundreds of thousands. It is with such "caste" approaches to pensions that the authorities want to end the authorities - the Verkhovna Rada prepares a decision that can radically change the situation.

The preparation of the bill, which provides for the abolition of special pensions, was publicly stated by the chairman of the Verkhovna Rada of the Verkhovna Rada of the Verkhovna Rada. According to him, special payments for a small group of elected are "the official, public and bold recognition of the exclusivity of individual castes."

These are judges, prosecutors, security officers and civil servants who receive pensions ten times higher than the country. And all this - against the background of a minimum pension of 2 361 hryvnia and situations, when more than half of pensioners receive less than 5,000 hryvnias.

The bill, which has already undergone consideration in the profile committee, proposes the abolition of the current system of specialics. Instead, new, more unified rules that are closer to the compulsory pension insurance system should be introduced. In particular:

  • The pension for years of service for prosecutors will only be possible after 65 years and only if 25 years of total length of service, of which 15 are in the prosecutor's office. This applies to those born after January 1, 1986.

  • Obtaining a pension - only after dismissal from the prosecutor's office, that is, parallel service and payments will be impossible.

  • Disability pensions will be assigned according to the general rules - without additional benefits.

  • The annual increase in pensions should occur in accordance with the coefficient determined for the entire system, without individual "binding" to the salaries of judges or prosecutors.

Legally - no. In fact - yes. The law does not deprive a pension at all, but completely destroys the usual system of special payments attached to positions, status and decisions of special commissions. For "selected" conditions will become significantly harder - both by age and experience.

There are several reasons. First, social justice. War, financial crisis and pressure from society make a privileged pension system toxic. Secondly, the requirements of international partners. Transparent pension system is one of the conditions of cooperation with the IMF. And thirdly, an element of a political campaign: the authorities are preparing for the electoral cycle and trying to demonstrate the fight against "castes".

The bill has not yet been voted in the second reading. The final text has not yet been published, but the trend is clear: privileges should disappear and the pension system should become the only one for all.
