The Verkhovna Rada is considering a bill that will allow the military who left the service from criminal liability but voluntarily returned. The initiative was supported by the Ministry of Defense.
Bill No. 13260, which is currently under consideration in the Verkhovna Rada, concerns servicemen who left the military unit in the past, but subsequently returned to perform duties. The Ministry of Defense of Ukraine supports this document, emphasizing that it is not about amnesty, but about the mechanism of motivation and restoration.
"It is about those who realized their mistake, returned to the brothers and does not evade service," the Defense Ministry noted.
The Ministry reminded that a similar procedure has been in force since 2021 under Law No. 4392-IX, but the new bill allows you to clearly regulate the legal status of the military who have already returned. In particular, amendments to the Criminal and Criminal Procedure Codes of Ukraine are amended.
What is envisaged by the Law No. 13260:

The clarification that the military who left the service before the entry into force of the law but returned by August 30, 2025 and served at least three months may be released from persecution.
The ministry is convinced that the new bill will help return people to combat units and restore their status.
