Fedir Venislavskyi, a People's Deputy and a member of the Verkhovna Rada of Ukraine's Committee on National Security, Defense and Intelligence, said that the draft law on mobilization can be put to a vote in the parliament by the end of this month.
"I think that the committee, and we are so disposed with colleagues from the committee, will spend one to two weeks to finally formulate its conclusion. Accordingly, after that, the committee's conclusion will be voted on, which is mandatory for consideration of the draft law in the parliamentary hall. I think that there is every chance that this draft law will get to the second reading in its finalized form, in the consolidated comparative table, by the end of this month," Venislavskyi said.
The draft law on mobilization aims to avoid abuses of the right to postponement of conscription. In particular, this applies to the regulations on education in universities and some regulations on the care of persons with disabilities.
"The current law does not limit the number of higher educations, that is, a person can obtain a second, third, fifth higher education. And this will be the basis for receiving a deferment from the draft. We will fix it for sure and there will be consistent higher education, i.e. bachelor's, master's and postgraduate studies," he said. In addition, Fedir Venislavsky pointed out certain norms, which will not be grounds for postponement, regarding the guardianship of persons with disabilities, in particular when many conscripts were registered as guardians for one disabled person.
