The Verkhovna Rada of Ukraine adopted draft law No. 12076 in the first reading, which provides for changes in the mobilization system, in particular regarding women. As People's Deputy Dmytro Razumkov noted, the document introduces a new norm, according to which women who have completed basic military training are automatically registered in the military and can be mobilized, even if they do not work in medical or other related fields.
Razumkov calls for removing this norm for the second reading.
This draft law was adopted on December 3. According to it, women who meet the requirements regarding health and age and have expressed a desire to undergo basic military service will be enrolled in the military register of conscripts before being sent for service. After completing basic military service, they will be registered as conscripts.
Also, before taking practical classes, men must, and women, upon request, must undergo a medical examination.
The main scientific and expert department of the Apparatus of the Verkhovna Rada declared the impracticality of putting women on the list of conscripts immediately before the start of basic military service. Lawyers claim that this contradicts the essence of military accounting, which is estimated by the mobilization resource of the country.
It is also emphasized that military service for women, even during martial law, remains voluntary, and changes to registration may affect mobilization capacity indicators.
