The reconstruction of the village in Chernihiv has become a business for the deputy chairman of the OVA

In October 2023, the village of Yaidne in Chernihiv region, almost completely destroyed as a result of hostilities, became the object of a large -scale recovery program. The State Infrastructure Agency has allocated over UAH 443 million for overhaul, reconstruction and construction of new facilities. But in almost a year, residents still complain about flowing roofs, lack of repair in many homes and overall imitation of work.

The journalistic investigation revealed a key person who oversees the project - Dmitry Sinenko, Deputy Chairman of the Chernihiv Ova. It is he who distributes the funds and approves the list of performers.

There is money, but where is the result?

The program had to cover:

  • overhaul 118 houses;

  • reconstruction of roads;

  • erection of the museum;

  • Arrangement of public space with the park and building for administrative services.

All this officially allocated UAH 443.5 million, of which 188 million - already in 2024. However, neither new streets nor a museum - there is still no. The peasants capture numerous violations: poorly installed windows, lack of thermal insulation, poor quality roof.

"Your" contractors

Tenders won well -known company local officials:

  • LLC "Budk-1", owner-Viktor Ivanchenko, member of the executive committee of the City Council of Chernihiv.

  • BPP "Nominal", related to the family of Peter Shakhovka, which is known for its influence in the region.

These companies received millions of contracts without a real competition, and the estimates for the performance of works were tens of percent.

Scheme: All as always

  • The overestimation of the cost of work is classics. The cable or painting laying is estimated by the cost, three times higher than the market.

  • Fictitious works - everything is done on the documents, but the objects are dilapidated.

  • Missible use of funds-part of the money is indulgent and derived through gaskets.

Real estate, fleet, cache

Against the background of the destroyed village, Dmitry Sinenko demonstrates financial prosperity:

  • Apartment in Spain (Alicante);

  • Audi Q8 2023;

  • Lexus RX350;

  • Yamaha and agricultural engineering;

  • 30 thousand dollars and 400 thousand hryvnia in cash.

Officially, the salary of the official is about UAH 1.1 million per year. However, even simple arithmetic shows that such a standard of living of state income is clearly not enough.

It's not just a story about a particular official. This is a typical example of how the funds for the restoration of destroyed communities are deposited in the pockets of corruption beneficiaries. And while the communities are waiting for real repairs, officials have time to "restore" their own wealth-from Alicante to the premium car dealership.
