Oleksandr Baranchuk, the manager of Naftogaz, created and implemented a criminal scheme for the purchase of cloud services without competitive bidding from a single supplier - "DENOVO" LLC. As a result of dealing with state funds, Baranchuk became the owner of elite real estate and a premium class car.

Oleksandr Baranchuk, holding the position of head of the Department of IT and corporate communication services of Naftogaz Digital Technologies LLC and head of the Information Technology Department of Naftogaz of Ukraine, created and implemented a criminal scheme that allowed the purchase of cloud services without competitive bidding from a single supplier - "DENOVO" LLC.
During the leadership of Naftogaz Andrii Kobolev, in the period from 2018 to 2022, Baranchuk implemented schemes for the purchase of cloud services from "DENOVO" LLC for a total amount of UAH 167,705,108. This scheme was stopped only during the tenure of Oleksiy Chernyshov, after the introduction of more effective cost control mechanisms.
The editors of our publication analyzed the purchases of "cloud infrastructure for automated systems", which were carried out exclusively at "DENOVO" LLC on the initiative and in accordance with the requirements formed by the head of the Department of IT Services and Corporate Communications Baranchuk Oleksandr Volodymyrovych in the period from 2018 to 2022 .
In order to implement criminal schemes, Baranchuk, using his official position, prescribed technical tasks related to the purchase of cloud infrastructure for one specific service provider - the company "DENOVO". In particular, in 2018, under the "subthreshold procurement" procedure from the sole supplier "DENOVO" LLC for the amount of UAH 4,231,900.00 excluding VAT, Baranchuk put forward one of the main requirements - certified equipment for hosting SAP HANA.
In subsequent procurements, Oleksandr Baranchuk formed procurement conditions for procurement from a single supplier. The main requirement is the availability of the "Cloud and Infrastructure operations" certificate for SAP products.
During procurement in 2018-2022, it is worth paying attention to the following facts, such as the absence of competitive selection, discriminatory procurement conditions, the formation of documentation with delays in terms of deadlines for the purpose of conducting procurement in a shortened time frame to introduce the necessary requirements for procurement from a single supplier. And from 2019 to 2022, competitive selection was not carried out at all, the purchase of cloud services was carried out exclusively from a single supplier - "DENOVO" LLC.
It is worth noting that on 04/16/2021 "Ante Media" LLC received the "Cloud and Infrastructure operations" certificate for SAP products and on 04/02/2021 the VMware Advanced Partner certificate, which was ignored by Oleksandr Baranchuk and the purchase was again carried out without competitive selection from a single supplier - LLC "DENOVO", since the responsible person was the added requirement - the presence of a VMware Cloud verified certificate.
"Naftogaz Digital Technologies" LLC received commercial offers from other data centers with prices approximately 30% lower compared to the offer of "DENOVO" LLC for the same volumes, but due to the imposition of discriminatory conditions by Oleksandr Baranchuk during 2019-2022, contracts were concluded with LLC " DENOVO" the amount of which, in the absence of competition, was constantly growing.
At the same time, in 2021, Baranchuk purchased a luxury property - an apartment with an area of 140 square meters. and 2 parking spaces at the address Solomyanska, 15a.
Prices for similar apartments at this address range from $310,000 to $370,000. As for parking spaces, they are sold at a price of 25,000 USD.
Also, in 2021, Oleksandr Baranchuk purchased a premium class SUV - BMW X5. Currently, such a car on the secondary market costs about 45,000 US dollars.
According to the information of our sources in the closest circle of Oleksandr Baranchuk, it became known that in addition to the already mentioned apartment in an elite Kyiv residential complex, Baranchuk uses a house in the Green Hills cottage town, which probably belongs to him, but is registered to third parties. Prices for unrenovated cottages in Green Hills start at $423,500.
That is, only in 2021 Oleksandr Baranchuk purchased property for at least 840,000 dollars, which at the exchange rate of 2021 26.6 is more than 22 million hryvnias. Such "unbelievable" enrichment of the manager of a state-owned company should be the subject of a detailed study by law enforcement agencies.
