According to the results of the State Audit Service's inspection of the work of the Infrastructure Restoration Service of the Chernihiv region, the latter sued the auditors. So the journalists of our edition became aware of the details of the detected violations.
We are talking about causing losses to the state in the amount of 32 million hryvnias. and the missing 2 billion hryvnias, for which the Infrastructure Restoration Service of the Chernihiv Region was unable to report properly.

So, thanks to our sources in the judicial administration, we got access to the materials of the inspection by specialists of the State Audit Service of Economic Activities of the Service for Reconstruction and Development of Infrastructure in Chernihiv Region for the period from 01.01.2019 to 04.30.2023.
According to the documents we received, as a result of the state financial control measure, financial violations were found that led to losses of almost 32 million hryvnias. In particular, the auditors made excessive expenditures of state budget funds for payment to contractors of overestimated costs and volumes of completed repair and construction works for a total amount of UAH 31.7 million.
According to our sources in the Department of Chernihiv City Council, the standard amount of "kickback" to Roman Smiyanenko, head of the Chernihiv Oblast Infrastructure Restoration Service, is 10% of the contract amount. Journalists of our publication calculated that in hryvnia equivalent, Smiyanenko received kickbacks from contractors in the order of half a billion hryvnias. Regarding the so-called "TOP contractors", the kickback percentage is discussed with them individually. It is worth noting that during this period TOPy has mastered more than 7 billion hryvnias, and one can only guess about the amount of kickbacks. The only question is whether Mustafa Nayem was informed about this kind of activity of his subordinates on the ground.
However, a similar 10% kickback to Roman Smiyanenko turned out to be insufficient, as during the audit it was established that Smiyanenko was charged and paid a bonus and material assistance contrary to the law in the total amount of UAH 300,000, which caused losses to the state budget.
In addition, the Infrastructure Restoration Service of the Chernihiv region incurred inefficient costs (payment of legal services, if there is a legal service in the staff) in the amount of UAH 0.2 million. and for the payment of works, which include material resources that are transported directly to the construction site (warm asphalt concrete and concrete mixtures) in the amount of UAH 4.3 million. According to our information, criminal proceedings are being investigated by the National Police based on these facts.
At the same time, our attention was drawn to the audit data, according to which the Infrastructure Restoration Service of the Chernihiv Region in December 2022 transferred an advance payment of UAH 2 billion to two contractors, but, according to our information, the documents confirming the contractor's performance of the works are forged . But it didn't work out with the "robots" themselves either. As reported by TG News channel of Chernihiv region , the "AUTOSTRADA" company, which handles most of the road infrastructure projects in Chernihiv region, abandoned the T-25-24 road. Along the entire length from Borzna to Ichna, there are huge potholes, lack of road surface and accidents.
According to the information of our sources in the National Police of Ukraine, a criminal case is being conducted based on the audit materials, since no work was actually performed, and the package of documents for 2 billion hryvnias bore signs of falsification, but no one is investigating the case properly, due to the fact that one of the high-ranking officials of the National Police is the "best man" of the owner of the contractor company.
