The Minister of Health of Ukraine, Viktor Lyashko, made a statement about the discovery of serious violations in the field of obtaining the status of "unfit". According to him, the Ministry of Health, together with law enforcement agencies, discovered the actions of organized criminal groups that systematically use corruption schemes to obtain this status.
Everyone who undergoes a medical examination is entered into the electronic health care system. The Ministry of Health, in cooperation with the police, the Security Service of Ukraine and the State Security Service, detects violations and criminal schemes related to obtaining the status of "unfit", and does not protect doctors who knowingly engage in violations. Minister of Health Viktor Lyashko said this in an interview with the BBC.
When the mobilization process began, we saw that the medical commissions at the TCC did not have time. Therefore, the format was restarted. We came up with a proposal to the Ministry of Defense that let's provide a separate package in the medical guarantee program. And for each TCC, we will establish a health care facility, which is determined by the regional military administrations
According to him, civilians from hospitals were added to military doctors. TCC refers people to this facility for inspection. In this institution, everyone who undergoes a medical examination of the VLK is entered into the electronic health care system.
Now we can see how much time it takes for a person to undergo a medical examination, to which studies they are sent, and where they are sent after that. And we consider each of these specific cases in case of receipt of appeals. Are there any problems? So. The problem is that these institutions are not under our control. We prescribed how it should be. Not working? Then we do checks. We checked almost all VLKs
He says that sometimes they didn't do even banal things there - they didn't break up the queue, where the polyclinic appointment is, and where the VLK works. And those who went for mobilization and those who came with their health problems were in the same line.
We must understand that for some reason there is such a negative attitude towards what is sent to the VLK. And many will complain about the fact that he passed the VLK, and he wanted to find some disease on the VLK. Believe me, we see these cases. We understand how many people send for an MRI to find something, some pathology. As a percentage, it is about 15%, such cases occur
According to Lyashko, the Ministry of Health, together with the police, the Security Service of Ukraine, and the Security Service of Ukraine, are working on cases of the purchase and sale of the "unfit" status.
It's not just doctors. There are whole organized criminal groups that organize certain schemes, and again the human factor comes into play. But thanks to our law enforcement agencies, which work clearly and identify such cases. And here, the Ministry of Health will never stand up for doctors who knowingly commit violations
Lyashko added that hundreds of violations are known.
