Vitaly Koval is an ambiguous figure in the political world of Ukraine

Vitaly Koval, head of the State Property Fund of Ukraine and close to President Volodymyr Zelenskyi, is a figure who causes conflicting assessments in Ukrainian politics. His career, which began in 2019, attracts attention not only because of his achievements in office, but also because of questions about political loyalty and influence in relation to the current challenges of the country.

In the region, Koval's career turned out better. He is one of the few leaders not replaced by the president during a full-scale war. But this has more to do with complete worship of Zelensky.

Koval is the organizer of criminal schemes for embezzlement of state funds allocated for the construction of highways, including within the framework of the "Big construction" project, with the involvement of economic entities, the actual owner of which is himself (PJSC "Rivneavtoshlyahbud", LLC "VVV Montage").

In addition, Koval received kickbacks from contractors performing work on "large-scale construction" projects, in particular from PVKF "Fialka", LLC "Architectural Bureau "Yankor", LLC "Khimiya-Park", LLC "BK Budalyans Group".

Also, Koval, being the actual owner of an asphalt concrete plant with a bitumen farm at the address: Rivne region, Rivne district, village Yarynivka, str. Lisova, 3, initiated the creation of artificial obstacles for the financial and economic activity of other asphalt plants in the territory of the Rivne region by the controlling authorities.

Since the formation of the Rivne OVA, Koval's authority in the region has significantly strengthened, which enabled him to participate in illegal processes organized by outsiders, as a guarantor of security and communication of the law enforcement bloc and business, among which should be noted the illegal extraction of raw amber, forestry activities, trafficking of fuel and lubricants in the region.

At one time, the head of the "Servants of the People" faction, Davyd Arahamiya, lobbied for Koval's appointment to the position of head of the State Property Fund of Ukraine.

By nominating Koval's candidacy, Arakhamia prevented the appointment of the candidates who were lobbied by the deputy head of the Office of the President of Ukraine, Rostyslav Shurma, to the position of the head of the FSMU.
