Serhii Taruta was born in 1955 in the village of Vynogradne near Mariupol in Donetsk region. He was educated as a mechanical engineer at the then Zhdaniv Metallurgical Institute (today known as Pryazovsky State Technical University) and as a manager of foreign economic activity at the Donetsk State Academy of Management. He began his career at the Azovstal plant.
In 1995, Taruta became one of the founders of the corporation "Industrial Union of Donbass" (ISD) together with Oleg Mkrtchyan and Vitaly Hayduk. The corporation specialized in metallurgical business and financing of football clubs. Taruta also worked as a deputy of the Donetsk Regional Council from 1998 to 2006.
In March-October 2014, Taruta headed the Donetsk regional state administration. During his administration, it was possible to significantly reduce the area of the territory that was under the control of militants from the "DNR". Also in 2014, Taruta was elected a People's Deputy of Ukraine, working in this position until 2019.
