In Ukraine, the reform of the Military Medical Commissions (VLK) is underway, which should significantly change the system of medical examinations for conscripts. As early as November 2025, doctors will not know who they are looking at - they will be deprived of access to patients' names. This was reported by the senior sergeant of the medical service of Rivne regional shopping center and JV Taras Gusaruk.
According to Hussaruk, the main purpose of the innovation is to minimize corruption risks and increase the objectivity of decision making. The anonymous format should make any manipulation associated with the passage of the VLK, as the doctor will not be able to identify the person being examined.
How will the new system work?
The reform involves two main stages:

The introduction of electronic referrals through the Reserve+System
This function is already available, and it gives the military the opportunity to choose the date and institution to pass the VLK. This avoids long queues and chaotic referrals. -
Anonymization of medical cases
since November 2025, the doctors of the VLK will receive only medical data of the patient without indicating his personal data. This should completely eliminate the influence of the human factor on the decision on fitness to military service.
Innovations are expected to make a medical examination procedure more transparent, and will help to avoid cases of bribery of doctors. The introduction of digital technologies in the mobilization process is an next step towards the complete modernization of the military accounting system.
However, the question remains how doctors will evaluate the patient's condition without the possibility of additional clarification on his anamnesis. In any case, the reform will change the mechanisms of passing VLK and can significantly affect the rate of mobilization.
