President Volodymyr Zelenskyy commented on the petition, which has gathered more than 25,000 signatures, regarding the revision of the "Winter is Support" program. The corresponding order was sent to the Prime Minister of Ukraine Denys Shmyhal for a detailed analysis.
The program provides for a one-time payment of 1,000 hryvnias to every Ukrainian to support citizens in the difficult winter period. It was initiated in the context of an energy and economic crisis caused by a full-scale war with Russia.
The author of the petition expressed concern about the transparency of the program, in particular the funding and the lack of a targeted approach to payments. It was pointed out the illogicality of this step against the background of a record tax increase and it was called to direct the funds to help vulnerable sections of the population.
In his answer, Volodymyr Zelenskyy emphasized that the main goal of the program is to support Ukrainian families during the winter period, as well as to stimulate demand for Ukrainian goods and services. The President added that the government should assess the effectiveness of the program and take into account possible proposals for its improvement.
Volodymyr Zelensky instructed the Prime Minister of Ukraine to conduct a detailed analysis of the initiative. Since the petition has gathered the required number of signatures, the government should consider making changes to the program. The petitioner will be informed of the results of this analysis.
