In 2024, Volyn Regional Council deputy from the Batkivshchyna party Serhiy Kotyuk actively invested in land and equipment, purchasing more than 60 hectares of land — a significant part of which is near sand deposits. At the same time, he withdrew from the list of beneficiaries of the company that develops these deposits — and it showed a profit for the first time in recent years.

According to the declaration, in the village of Kozlynychi, Kovelsky district alone, Kotyuk purchased 30 hectares of land — right next to the Shkuratovsky deposit, which is used by Kovelsky Sand Pit LLC until 2042. In December 2024, the deputy sold the corporate rights of this company for 100 thousand hryvnias to Tatyana Vovk. In the same year, the company, which had been unprofitable since 2020, made a net profit for the first time — almost 1.5 million hryvnias.
In total, in 2024, Kotyuk purchased 38 land plots with a total area of over 60 hectares - in Kozlynychy, Nosachevychy, Valeryanivka, Kobchy, Lutsk district, and the city of Rozhyshche. He also had a permit to develop sand in Nosachevychy, but transferred this right to Vasyl Shevchuk's Feeder Plus company. In Valeryanivka, he increased his land ownership from 5.5 to 9 hectares. And in Serekhovichy, he sold all 8 hectares that he previously owned - soon the right to develop the deposit there was obtained by Rentland Group LLC, with which Kotyuk had business ties.
In his declaration, the deputy also listed more than 97 hectares of land, an apartment in Lutsk, a mill, two barns, excavators, a truck, and a brand new Renault Duster. In 2024 alone, he purchased special equipment worth more than 4.5 million hryvnias. His income for the year amounted to more than 3 million: most of it from entrepreneurial activity, partly from salary, pension, and sale of corporate rights.
Despite such financial transactions, Kotyuk declared a loan of 620 thousand hryvnias and obligations to the Stelvio company - 1.6 million. He keeps about 4.4 thousand dollars in the bank, has 500 thousand in cash. The family is not indicated in the declaration - it is known that in 2023 the deputy divorced his wife after 27 years of marriage.
Meanwhile, the State Geological Survey of Ukraine announced the sale of new special permits for subsoil development. Four of them are in Volyn. This may indicate a growing interest in using Volyn minerals, including from figures such as Serhiy Kotyuk.
