According to his assessment, under an optimistic scenario, the committee will finish with the submitted amendments by March 10-15, under a pessimistic scenario, by March 20.
More than 4,000 amendments were submitted, so they were combined into 16 blocks. All of them have already been considered by the committee, the transitional and final provisions have been finalized. Then they will discuss with the authors of the amendments.
Main blocks:
- restrictions on the constitutional rights and freedoms of evaders (travel outside of Ukraine, seizure of bank accounts, etc.) were decided to be removed from the draft law. The restriction on driving a vehicle may partially remain.
– the conscript's electronic account: registration in it will be a right, not an obligation;
– bodies of state power, local self-government, enterprises, institutions and organizations will participate in mobilization measures, but their powers will be clarified;
– the police will be able to participate in informing citizens at the request of the TCC; in their presence, TCC representatives can serve summonses. Police officers will switch from special registration to general military registration, but will receive armor from mobilization. The police and TCC will be able to demand not only an identity card, but also a military ID, which citizens will be required to have with them. Video recording tools will appear;
- all graduate students will have the right to a deferral regardless of the form of study. A mechanism for calculating dodgers will appear;
- citizens who first received group II and III disability since the beginning of the invasion of the Russian Federation, or who were recognized as limitedly fit for military service, must undergo an examination at the VLK and confirm their fitness or unfitness for military service;
- some convicts and those serving a sentence may be mobilized and put on military service;
– regarding demobilization, there is a consensus that it should be after 36 months of service;
- basic military training for men aged 18-25 will remain.
