Acting Mayor of Chernihiv Oleksandr Lomako is suspected of misappropriating Red Cross funds

The acting mayor of Chernihiv, Oleksandr Lomako, is suspected of misappropriating part of the charity aid that the Red Cross provided for the purchase of generating equipment after the damage to the thermal power plant.

According to sources in the law enforcement agencies of the Chernihiv region, Oleksandr Lomaka is involved in the scheme of illegal appropriation of part of the funds for the purchase of generating equipment, in the amount of about 5 million hryvnias. The city council headed by Oleksandr Lomako decided to buy new equipment, but as it turned out, used equipment was purchased instead of new equipment.

Thus, according to information from law enforcement sources, on November 29, 2022, a Memorandum was signed between the Chernihiv City Council and the International Committee of the Red Cross with the aim of reconstructing the fuel (coal) supply system of the Chernihiv Thermal Power Plant at the expense of providing financial assistance in the amount of 25,402.67 thousand. In accordance with the Memorandum of December 9, 2022, the Chernihiv City Council, KOTLOTURBOPROM LLC and TEHNOVA FIRM LLC concluded a work performance contract No. 375/091222. The subject of the contract is "Overhaul (restoration) of building structures and technological equipment of the main building of the boiler-turbine shop, damaged as a result of the armed aggression of the Russian Federation. The amount of the contract was 25,402.67 thousand. UAH

LLC "KOTLOTURBOPROM" with the involvement of subcontractor LLC "PROMYSLOVO SERVISNA KOMPANYA "VIK" used used and damaged equipment/spare parts, which were destroyed as a result of military aggression by the Russian Federation, during the performance of the mentioned repair works. Also, repair works were carried out in violation of building regulations and non-compliance with the project documentation for capital repair of the object.

As a result of the detected offenses, the Security Service of Ukraine opened criminal proceedings.

At the same time, according to local mass media , Oleksandr Lomako is buying a two-room apartment in Nice for 250,000 euros to move with his family, and his wife is actively interested in language learning and restaurant business in France.
