Ukrainian public figure and military officer Oleg Simoroz, after analyzing the draft law on mobilization, adopted by the Council in the first reading, came to the conclusion that most of the proposals in the document are shams. UNIAN writes about this.
"I would like to see in the draft law that motivates people to trust the system. But all I saw was manipulation and deception. For example, monetary support for military personnel - the Ministry of Defense mentioned that they will return an additional award in the amount of UAH 30,000. However, I saw in the text that this is a manipulation - there is no mention of the award. And the financial support of UAH 20,000 should definitely be accompanied by an additional award for participation in hostilities, this should be recorded," says Simoroz.
The human rights defender also has a question regarding the demobilization of Ukrainian servicemen: "You submit a report and until the committee makes a decision regarding a specific category of servicemen, there will be no demobilization. That is, in fact, it can be more than 36 months. In addition, it is necessary to be fair. There is a difference between the head of a logistics group in the rear and a soldier in the trenches. I proposed that direct participation in hostilities should be counted as two days."
Simoroz also commented on "equal military accounting for all". The draft law proposes to deprive civil servants and law enforcement officers of the guaranteed deferment from service in the Armed Forces. "Everything is cleverly written in the document. At first glance, it seems as if law enforcement officers will be deprived of the right to armor. But when I analyzed who civil servants are, I found out that out of 140,000 employees of the National Police, only 4,000 are civil servants. For the most part, these are female clerks. Investigators, operatives, patrol officers - all of them are not civil servants and they retain the right to reserve," Simoroz continues.
Enough of the human rights defender's comments on one of the key norms - the conscript's electronic account, where, according to the document, the TCC and SP will send electronic summonses: "I am glad that the government is 100% sure that everyone in our country has smartphones. I would advise them to take off their rose-colored glasses and travel around the regions. But the stories with the leak of information from Diya, as well as problems with e-voting during the Eurovision Song Contest, showed that not everything is so smooth with digitalization. I'm not sure I want to trust such a system with my data."
The human rights defender adds that digitalization will not solve the problem of corruption in the system, as this requires the reform of military commissariats.
"Personal data is also processed by other institutions, not only TCC and JV. However, what happens behind the closed doors of the military commissions is a horror. Your phone is taken away at the entrance, you cannot leave the premises without the signature of an authorized officer of the Military Commissariat, there is total corruption in the system, employees do not know how to communicate with people. Civilian managers, clerks, and psychologists have long been replaced by military commissars. And to make the whole process transparent, and not cover it with a state secret. We have a center for administrative services, and this should be a center for providing military services. People have to trust the system. To see that everything is open. It's not that you go in and the phone is knocked out of your hands," he added.
For our part, we note that the terror of the TCC on the streets of the country has already discredited the idea of mobilization and provoked a deep split and rejection of the actions of the military committees by the population. And in the case of the adoption of the draft law on mobilization, Ukraine really expects total control over the male population. In fact, the country will introduce a new serf law, where its citizens will have only one duty and no rights.
