High-rises instead of gardens. A new scandalous construction has begun in Kyiv

On Vynogradar, construction of a large residential complex has begun on a site that could become Kyiv's largest park.
In Kyiv, a new construction site has appeared on the Vynogradar housing estate (Podilskyi district) at the intersection of Pravda Avenue and Vyhovsky Street, where work is already underway — builders have dug three pits and installed piles for the foundation.

"Telegraf" journalists twice visited the site of the next construction in Vynogradar and found out the details.

What is happening on the construction site

It should be noted that journalist Dmytro Bunetsky previously wrote about the construction on Pravda Avenue near the roundabout: "The construction of the remnants of the apple orchards on Vynogradar began quietly and day-to-day. On the right you can see how piles are being drilled for foundations. On the left is the future of what could become the largest park in Kyiv. Unfortunately, the area was comfortable.

Now special equipment is working behind the two-meter green fence, sand is being taken out of the excavated pit, and several construction crews are working at different locations. An electrical substation and a construction crane have been installed on the site, as well as entrances for trucks with special equipment.

It is noteworthy that about two entrances directly to the construction site there is no information about the customers and executors of the construction works, there is no passport of the construction object and any other contact information. Therefore, it is not yet known whether the builders have all the permits and agreed documentation.


Unofficially, the builders informed the journalists that the well-known capital construction company Stolitsa Group allegedly acts as the developer of the site. "This is the same company that built the residential complex across the street, i.e. Stolitsa Group," the interlocutor of "Telegraf" admitted anonymously.

It should be noted that on the other side of Vyhovsky Street, the so-called "Warsaw microdistrict" was built, the customer of which was the state enterprise "Agrokombinat Puscha-Vodytsia", which owned this land.

And the developer is Stolitsa Group. According to the analytical system YouControl, the plot of land on which pits are being dug for new buildings is also owned by SE "Agrokombinat Pushcha-Vodytsia". The total area of ​​the land plot is 86 hectares. (cadastral number – 8000000000:91:400:0101) Its official value according to the state estimate is 1.3 billion hryvnias (as of 2021).


The purpose of the land is "For the construction and maintenance of a multi-apartment residential building with objects of trade, entertainment and market infrastructure."

At the same time, according to the data of the Unified State Electronic System in the field of construction, on June 2, 2023, the State Inspection of Architecture and Urban Planning of Ukraine issued a permit to carry out construction work on this site (registration number of the permit — IU013230530416).


The name of the object is "Complex construction of micro-districts XI, XII, XV, XVII and partial construction of micro-districts XVI, XVIII, XIX of the multifunctional residential area adjacent to the street. Hetman Ivan Vyhovskyi (former Marshala Grechko St.), ave. Pravdy and st. Podilsky district of Kyiv (XI and XII microdistricts)".


The customer of the construction is "Agrokombinat Pushcha-Vodytsia", and the general contractor is "Monolit Budservice" LLC. It is noteworthy that, according to the media, "Monolit Budservice" acted as the general contractor for the construction of the residential complex "Warshavsky Plus" (in the above-mentioned "Warshavsky Quarter") from the development company Stolitsa Group.


According to this construction permit, 30 high-rise residential buildings up to 25 floors high (almost 6,000 apartments), parking lots, a school, kindergartens, and shopping centers should appear on this site.


What else is known about the developer Stolitsa Group

As "Telegraf" reported, the owner of Stolitsa Group is a well-known and influential business woman from the capital, Vladyslava Molchanova. Her business partner Denys Moskal heads the Kyiv City Council's Standing Committee on Environmental Policy.


According to the estimates of some domestic media, since 2010, "Capital of Groups" has built about a hundred houses, dozens more projects are in the process of construction. Molchanova was also named as one of the sponsors of the Batkivshchyna party. And during the previous presidential elections of Ukraine, she was Yulia Tymoshenko's confidant.

The support of other political forces of Molchanova's Kyiv Council was allegedly provided by Denys Komarnytskyi, the former co-head of the "Block of Leonid Chernovetskyi" faction in the Kyiv Council in 2008-2010.

Molchanova is also known for her social activities. Since the beginning of the Russian aggression against Ukraine in 2014, she has been actively involved in volunteering, helping ATO units. And after February 24, 2022 - supports the Defense Forces.

What factors make the situation scandalous? Historical and ecological contexts

It is known from open sources that the history of Vynogradar begins in 1848, when the Saxon Gottlieb Christer moved to Kyiv, having bought a plot of land in Priory near the Windy Mountains from Prince Esterhazi. Having cleared it of trees, in 1850 he founded the company "Horticulture and Seed Farming." Christer". For 40 years since the beginning of its existence, a blooming garden, a nursery of fruit trees, vegetables and flowers has appeared on this territory. After Christer's death, his sons continue his business, and already in 1900 Christer's horticulture had an area of ​​128 acres and 5 million seedlings.

In 1907, a Persian subject, Isaak Ivanovich Bekas, received a 24-year lease of 16 plots of land in the Windy Mountains with an area of ​​17 acres for growing grapes from the city administration. The name of the area "Vynogradar" belongs to Bekas.

During the Soviet period, in the 1930s, private farms began to be united into labor communes, which were engaged in the cultivation of grapes and melon crops, and the area of ​​land grew from 17 to 74 hectares. In 1960, this farm joined the state farm "Pushka-Vodytsia", and its total area was expanded to more than 3 thousand hectares (of which 400 hectares are within Kyiv). To the right and to the left of Vyhovsky St., state farm workers planted orchards (partly for the production of juices) that stretched to Severnyo-Syretskyi St. and Berkivtsi St.

In the 1990s, the gardens began to decline, and developers gradually began to look closely at state lands, erecting residential complexes instead of gardens and green areas.
