The head of the Anti-Corruption Center, Vitaliy Shabunin, found himself at the epicenter of a scandal due to receiving a certificate of participation in hostilities, despite the fact that, according to journalist and military serviceman Volodymyr Boyko, he was not at the front and did not serve in the Armed Forces of Ukraine.
According to his information, in the combat zone, Shabunin was listed as a combat medic in the security platoon of the 101st Separate Security Brigade of the General Staff.
"The draft evader Shabunin also served fictitiously as a combat medic, never appearing in the unit (his unit was at the front at the time, by the way), which did not prevent him from receiving cash benefits on the card. Three weeks later, Umerov transferred Shabunin to his ministry - for further fictitious "service for mobilization under martial law," Boyko reports.
He claims that Shabunin, "who never served a day," was paid "combat" and additional remuneration.
As Boyko writes, the current Chief of the General Staff Bargilevich (then the commander of the TRO troops) appealed to the State Bureau of Investigation in December 2023 on this issue, but a criminal case was never opened.
