In the context of general mobilization in Ukraine, the reservation mechanism is maintained for employees whose activities are recognized as critically important for the functioning of the state. This applies not only to defense sectors, but also to institutions that ensure economic stability, the livelihoods of the population, and the operation of infrastructure.
The reservation can be obtained by military personnel who officially work in structures recognized as having the right to retain personnel on the ground. These include state bodies, courts, law enforcement agencies, as well as enterprises that fulfill orders for the defense sector or provide basic needs of society. This list also includes international institutions and specialized organizations that cooperate with the state or the UN.
The decision to grant the status of "critically important" is made by ministries and is valid for a year. The employee loses the right to reservation if he changes his place of work or if the organization loses the relevant status.
A separate requirement is the availability of current military registration data. If a conscript has expired documents or is wanted for registration violations, the reservation does not apply.
You can make a reservation remotely — without visiting a territorial recruitment center. In most cases, this is done by the employer through electronic services, in particular through the "Diya" application. The employee can also check the status of the reservation through "Reserve+" or by using the certificate provided by the company.
A medical examination is not a mandatory condition for obtaining a reservation. However, after it is provided, the employee is obliged to undergo a military medical examination if requested.
Thus, even during a period of active mobilization, the state retains the ability to retain specialists who ensure the continuity of critical processes. This solution allows maintaining professional human resources in key areas and at the same time maintaining the effectiveness of the mobilization campaign.
