"This is a betrayal of the community": Tkachenko accused Klitschko and his people of covering up shady schemes in Kyiv

The head of the Kyiv City Military Administration, Timur Tkachenko, publicly accused Vitaliy Klitschko's city hall of not only failing to eliminate "black schemes" for earning money at the capital's fairs, but actually sabotaging the changes. According to Tkachenko, a month after the mayor's order to bring order to the situation, there has been "no result," because the delay is allegedly due to money, connections, and interests of the old system. He called this a betrayal of the community during the war and reproached the city authorities for "having time and money for banquets," but not for protecting critical infrastructure. Such statements are part of an already public conflict between the Kyiv City Military Administration and the Kyiv City State Administration, which has escalated in recent weeks amid accusations of corruption and inefficient use of the capital's budget.

An open conflict has escalated in Kyiv between the Kyiv City Military Administration (KMMA) and Vitali Klitschko's city hall. Head of the KMMA, Timur Tkachenko, stated that KMMA officials continue to cover up shady schemes for earning money at city fairs and are deliberately hindering attempts to make this area transparent.

This is Volodymyr Kostikov, the director of the Kyiv City State Administration's Department of Industry. According to Tkachenko, it was he who was supposed to build a transparent system for the fairs "on the mayor's instructions." But this did not happen.

" A month has passed, and there is zero result. Why? Because behind this "delay" are names, money and old connections. I have repeatedly given instructions. And they are ignored. Both mine and Klitschko's, by the way, " Tkachenko said.

The head of the KMVA emphasized that for him the situation is not just about administrative inertia. In his opinion, this is political sabotage in favor of the old trends.

" When officials sabotage change even during war, it is not inaction, but betrayal of the community ," he said.

Tkachenko also hinted at the lifestyle of those he accuses. According to him, officials explain the delays by a lack of time and money, but at the same time find resources “for banquets” and even allow themselves to go out during working hours. And this, he says, happens at a time when the city is publicly complaining that the budget does not have enough money for critical things — in particular, for the protection of infrastructure.

" And then we say that the city doesn't have enough funds to protect critical infrastructure. Well, there won't be any if we work like this ," he summed up.

These words complement a broader line of public accusations that Tkachenko has been making in recent weeks against Klitschko's team. He has repeatedly said that departments accountable to the mayor have deliberately thwarted decisions related to the city's security, from the installation of mobile shelters to the organization of elementary civil defense rules. In particular, Tkachenko claimed that individual city hall officials are blocking the deployment of the mobile shelter system, shifting responsibility to district administrations, which do not have sufficient competence for complex procurements.

At the same time, he publicly attacks Klitschko for the distribution of the city's money. According to Tkachenko, Kyiv's budget priorities are distorted: instead of primarily financing shelters and air defense, the funds are spent on image-conscious projects for the mayor, such as the Podilsko-Voskresensky Bridge. He called the bridge itself "a symbol not of development, but of personal corruption," recalling the multi-year construction and the cost of 18 billion hryvnias. He accused the mayor of "opening the bridge three times" and at the same time transferring failed security areas to others.

This confrontation has long gone beyond internal office meetings. It has become a public political confrontation for control over Kyiv. Klitschko accuses the KMVA of usurping power and attempting to “unbalance power in the capital,” hinting that Bankova wants to seize political control over the city through the military administration. In contrast, Tkachenko publicly speaks of sabotage of security decisions, “old schemes,” and misuse of city community money.

Against the backdrop of war and attacks on the capital's energy infrastructure, this confrontation is becoming a security factor. Tkachenko bluntly states that if city departments continue to slow down changes, responsibility for the consequences of the shelling — from missing shelters to destroyed infrastructure — must lie not only with Russian missiles, but also with those in Kyiv who are blocking decisions.
