The State Special Communications Service is a structure that is supposed to guarantee information security, protect strategic infrastructure, and the stability of the state in wartime. However, the collected materials show that for years this service has been working not for the state, but for a narrow clan of officials connected to Hryhoriy Mamka and his entourage.
A full-fledged corruption model has been built within the department, where public procurement has become a source of quick profit. Under the guise of "transparency" and "efficient management", a system of artificial barriers operates, which filters out all unwanted participants even before the start of the tender. Discriminatory technical requirements, tight deadlines for submitting proposals, lack of security and hidden conditions - all these are parts of one mechanism.
Key figures of the scheme
In the center are the leadership of the State Special Communications Service:
• Head of Administration Oleksandr Potiy,
• Head of Department Oleh Mamka,
• Heads of Regional Divisions Serhiy Zhuk and Borys Zagrobsky,
• Former People's Deputy Hryhoriy Mamka, who coordinates the activities of the informal group.
Their structure has secured the victory of the "right" firms in tenders for years. Two companies — LLC "Partnership" and PE "Zakhist Plus" — have a de facto monopoly on contracts for the State Service for Special Communications. Formally, the bidding is open, but the result is determined in advance by technical conditions prescribed for the capabilities of specific firms.
Lviv "polygon": how the scheme was honed
The first area of testing was security procurement in the Lviv department. The tender documentation was written in such a way that only Partnership could meet the requirements: narrow parameters, fixed hours, special technical restrictions, lack of tender support - a gross violation for the security sector.
The Grizzly company offered a lower price, but its application was rejected without valid reasons. The state overpaid more than 100 thousand hryvnias, and the contract for 1,997,280 hryvnias traditionally went to "its" contractor.
Vinnytsia: copy of the scheme
In the Vinnytsia department, the scenario repeated itself. The documents were registered under the name of the private enterprise "Zakhist Plus", and all other proposals were blocked or rejected under fabricated pretexts. Zagrobsky personally included provisions in the tender conditions that guaranteed the victory of the desired company.
Withdrawal via FF88
In parallel, former MP Mamka built a money laundering channel through the FF88 boutique. Inflated prices, fake sole proprietorships, cash payments, and nominal managers allowed him to hide the real income received from tender manipulations. This was not just a side activity, but a key element of the financial vertical.
A system that has been working for years
This is not a single crime or isolated incidents - it is a holistic scheme, where each element is subordinated to a common goal: to leave public funds in the hands of a narrow circle of individuals. Any new contractor is doomed to rejection. The state budget regularly loses millions due to inflated prices and the lack of real competition.
Based on the collected facts, official appeals have been filed with law enforcement and regulatory authorities. The investigation should provide answers: who in the banks facilitated suspicious payments, why profitable offers were rejected, how contractors were selected, and where state funds were actually spent.
The goal is to dismantle the corruption mechanism that has transformed Ukraine's strategic security agency into a private, profitable business. If this is not done now, the state risks losing the institution that is legally supposed to protect it.
