In 2025, the maximum pension in Ukraine will remain at 23,610 hryvnias, as defined in the Budget Declaration for 2025-2027. This is due to the government's desire to reduce the budget deficit, which has increased due to the full-scale war with Russia.
Who is eligible for the maximum pension?
The established limit on pension payments applies to four main categories of citizens:
- Civil servants
- Scientists
- People's Deputies
- Local government employees
In addition, persons with a high official income (over 50,000 hryvnias per month) may be entitled to such a pension provided they have completed full insurance experience.
It is worth noting that judges, military personnel, and police officers receive pension payments that may exceed the established maximum limit. Judges are still entitled to receive a lifetime pension, the amount of which is not limited by law and may even exceed 100,000 hryvnias per month.
The government states that the budget policy for the next three years will be aimed at reducing the deficit and maintaining macroeconomic stability. In such conditions, the lack of an increase in the maximum pension is one of the steps taken by the state to save money.
While the maximum pension amount will remain unchanged, the question of minimum pension payments and possible indexations for average pensioners remains open. Such decisions will depend on the economic situation and the budget for 2025.
