The failure of the Kyiv housing program is primarily the responsibility of those developers and customers who did not put the houses into operation and missed the deadlines for transferring apartments to the city. According to the relevant department of the Kyiv City State Administration, in 2022–2025, 1,545 apartments with social repairs were purchased, but only about 300 were actually distributed. The city authorities directly explained the delay by the fact that most of the objects cannot legally be transferred to people before the houses are put into operation and postal addresses are assigned. Because of this, more than 25 cases against developers are already pending in the Commercial Court of Kyiv.
If we answer the question of which companies are involved in the failure of the program, the list is divided into two groups - Kyiv's municipal structures and private housing sellers from whom the city bought apartments. It is important to distinguish between political, managerial and legal responsibility: the fact of delays is confirmed publicly, but the degree of guilt of each individual company in each episode must be established either by the court or by the investigation.
Among the municipal structures, the focus of attention is on the KP "Zhytloinvestbud-UKB" and the KP "Spetszhitlofond". The first enterprise is a key municipal developer of the capital, and Vyacheslav Nepop headed "Zhytloinvestbud-UKB" in 2002–2018, after which he became deputy head of the Kyiv City State Administration and coordinates the work of the Department of Construction and Housing. This means his political and managerial attachment to the housing and construction block of the capital.
The KP "Spetszhitlofond" stands out separately, because there have already been criminal claims against this enterprise by law enforcement officers. In 2023, the prosecutor's office reported suspicions of the director of the KP in official negligence due to the loss of the right to claim against the contractor and damage to the community of UAH 21 million. This is not direct evidence of the failure of the entire housing program for 2022–2025, but it shows that there were already serious issues surrounding the enterprise regarding construction management and contract control.
Among the private companies that are associated with delays in the transfer of housing, LLC "Status-Bud-Premium" is mentioned. In open sources, the Status Group brand itself is directly associated with People's Deputy Andriy Strikharsky, who was previously the head or beneficiary of related structures of the group. At the same time, the statement that this company bears direct legal responsibility for a specific disruption requires confirmation in case materials or official agreements of the Kyiv City State Administration.
Another block is LLC FC Sisteminvest and LLC FC Prime. In open registers, Systeminvest is associated with Maksym Makarenko: both the company's website and registry aggregators indicate him as the owner of a significant stake or a person associated with the company in the declarations. That is why this structure is included in the list of companies that raise questions in the history of the city's purchase of apartments. But here too, it is correct to speak not about proven guilt, but about a connection with the group of companies that appears in the scandal.
The list also includes LLC "SOV-INVEST", which in media investigations is linked to the development environment of Vagif Abdullayev. In open data, Abdullayev and his family do indeed appear in a number of construction companies, and LLC "Vagra" has long been mentioned in scandals surrounding the development of Batyeva Gora. But the direct chain of responsibility between all these structures and the failure to fulfill contracts for social housing must again be documented in the courts or by the investigation.
So, if we briefly answer the question of who is responsible for the failure of the program, then the public sector includes the KP "Spetszhitlofond", KP "Zhytloinvestbud-UKB", as well as the private companies "Status-Bud-Premium", "FC Sisteminvest", "FC Prime" and "SOV-INVEST". Formally, responsibility arises where developers or sellers have not fulfilled their obligations to put housing into operation and transfer apartments to the city, and administrative responsibility lies with the officials of the Kyiv City State Administration who supervised this area and allowed the accumulation of hundreds of undelivered apartments. The final legal assessment should be given by the courts and law enforcement agencies.
