Despite the extension of general mobilization until August 6, 2025, individual employees may receive a temporary deferment from military conscription. This is a reservation mechanism regulated by Cabinet Resolution No. 76 of January 27, 2023 and allows for the reservation of military-liable employees of enterprises that are critical to the functioning of the state.
What is a reservation and how long is it valid for?
Reservation is an official deferment from mobilization for up to 12 months. It applies to employees of enterprises, institutions, and organizations that are considered critical to the economy, security, defense, and livelihoods of the population.
Who can be booked in May 2025
According to the current procedure, the following have the right to make a reservation:

Enterprises of the fuel and energy complex - by decision of the Ministry of Energy of Ukraine;

Operator of the portal “Diya”;

Defense-industrial enterprises - in agreement with the Ministry for Strategic Industries;

Olympic and Paralympic teams - in agreement with the Ministry of Youth and Sports;
-
Foreign diplomatic institutions , representative offices of international organizations and UN structures - by decision of the Ministry of Foreign Affairs of Ukraine;
-
International or non-governmental organizations in which Ukraine has official participant or observer status.
Up to 100% of employees of such structures can be booked.
Categories of employees that can be booked without restrictions on number:

Doctors for whom the medical institution is their main place of work;

Employees of emergency recovery teams (electronic communications);

Workers who build resilient telecommunications networks (e.g., xPON);
-
Specialists of gas distribution companies.
For other enterprises - up to 50% of personnel
Enterprises officially recognized as critical to the economy or defense can book up to 50% of employees . The deferral period in this case is up to 6 months with the right to further extend after updating the documents.
Conditions under which an employee can be booked
To receive a booking, the employee must:

Be officially employed at an enterprise with the appropriate status;

Have a valid military registration document with up-to-date data;

Be registered in the military;

Not to be wanted by the territorial recruitment center (TCC) and not to have fines for violating military registration obligations.
In addition, some citizens are required to appear at the CCC on their own , even without being served with a summons.
The reservation mechanism remains an important element of the balance between the needs of the front and the rear, ensuring the operation of key sectors of the country in wartime.
