Martial law and general mobilization have been extended in Ukraine until November 5, 2025. At the same time, the law clearly states that not all citizens are subject to conscription.
Article 23 of the Law "On Mobilization Training and Mobilization" establishes exceptions. Those who have been recognized by military medical commissions as unfit for health, as well as people with disabilities, are exempt from service. Parents of three or more children, guardians of orphans, relatives of people with disabilities, citizens who constantly care for infirm family members have the right to a deferment. Full-time and dual-education students, those released from captivity, and workers in critical industries who have "reserved" status are also not subject to mobilization.
The law also defines age restrictions. Conscripts between the ages of 18 and 25 serve only if they have the status of those liable for military service. Persons over 60 are not conscripted, but they can sign a contract and perform non-combat tasks.
Thus, the state maintains exceptions for those with objective circumstances or special status. However, each case requires documentary confirmation, and only then can a citizen exercise the right to deferment or complete exemption from service.
