Who is entitled to the status of a combatant and how to obtain it?

Servicemen of the Defense Forces of Ukraine can obtain the status of a combatant (CV) in two ways — automatically or through a personal application. The Ministry of Defense has published step-by-step instructions on how to obtain this status.

As Deputy Minister of Defense, Brigadier General of Justice Serhiy Melnyk explained, automatic registration takes place through the Unified State Register of War Veterans. Authorized persons of the units are required to enter information about the serviceman within five days from the moment he begins to perform a combat mission.

However, there is also the possibility of submitting documents in person to one of the 21 special commissions of the Ministry of Defense.

To apply independently, you will need:

  • application in the prescribed form;

  • two 3×4 photos on matte paper;

  • documents confirming participation in hostilities.

The application must be sent by mail to the commission of the military management body to which the military unit is subordinate. If the necessary documents are not available, the commission may independently request them within the framework of interagency cooperation.

The commissions consider the application within one month. If the documents are submitted through the Unified Register, data processing occurs automatically and in real time.

The grounds for refusing to grant status may be:

  • lack of legal grounds or necessary documents;

  • submission of false information;

  • having a court sentence for an intentional serious or especially serious crime during hostilities.

The commission's decision can be appealed in court or the documents can be resubmitted after eliminating the reasons for the refusal.

If the UBD certificate is lost, servicemen submit a report to the commander, and those discharged — an application to the territorial recruitment center at their place of residence. It is also mandatory to file a report with the police about the loss of the document and publish an announcement about its invalidity in the print media.

Those who were captured or went missing are also eligible for UBD status, except in cases of voluntary surrender or desertion. In such situations, the documents are submitted by the command of the relevant military unit.
