The year 2025 was not only a period of personnel changes for the Kyiv City State Administration, but also a year of significant financial payments to top officials. In total, the leadership of the Kyiv City State Administration was awarded over 19.3 million hryvnias in salaries, bonuses, and various additional payments.
Despite his status as the head of the capital, Vitaliy Klitschko has traditionally not been among the leaders in terms of income. For the year, he was paid 1.44 million hryvnias, which is an average of just over 120 thousand hryvnias per month. At the same time, his payment structure does not include bonuses, material assistance or allowances - only a basic salary. At the same time, compared to 2024, his income increased by approximately 17%.
In contrast, Petro Panteleyev received the highest payments among the deputies — 2.27 million hryvnias per year. His monthly income remained stable and amounted to about 189 thousand hryvnias. Almost on the same level were Marina Honda with 2.2 million hryvnias and Valentyn Mondryivskyi with 2.11 million hryvnias. At the same time, it was Honda who received the largest share of his income from bonuses and additional payments — over 1.3 million hryvnias.
Vladislav Andronov and Vyacheslav Nepop demonstrated a noticeable increase in income. Andronov received 1.92 million hryvnias for the year, which is 15% more than in 2024. Nepop - 1.87 million hryvnias with an increase of about 12%. It was he who was awarded the largest amount of monthly bonuses - over 229 thousand hryvnias.
Among other deputies, Hanna Starostenko received 1.8 million hryvnias, with more than half of this amount being bonuses and allowances. Kostyantyn Usov was paid almost 1.54 million hryvnias, and Olena Govorova received 1.27 million hryvnias, which was the only case of a decrease in income among the management.
The situation with personnel changes stands out separately. Former first deputy Mykola Povoroznyk, who was fired in the fall after the scandal, received 1.49 million hryvnias for less than a year of work. His income has significantly decreased compared to the previous year, when he was one of the highest-paid officials of the Kyiv City State Administration.
The newly appointed deputy, Oleg Kuyavsky, who had only worked for a few months, received 823 thousand hryvnias. At the same time, his average monthly income turned out to be one of the highest — almost 183 thousand hryvnias.
The smallest payments were recorded for Volodymyr Prokopiv - only 180 thousand hryvnias per year, which is explained by his long suspension from duty.
In general, the structure of payments demonstrates that the key role in shaping the income of top officials is played by bonuses, allowances, and material assistance, which in some cases make up the majority of annual accruals.
