After the new law on mobilization came into force in Ukraine, questions arise about who and where can now serve summonses to conscripts. According to information from the spokesman for the Poltava Regional Territorial Center for Recruitment and Social Support, Major Roman Istomin, in the material “Mobilization in the Summer, Summonses and 'Reserve+'”, it is revealed that several categories of persons have such powers.
According to the Cabinet of Ministers Resolution No. 560, summonses in Ukraine can be served not only by employees of territorial recruitment centers, but also by several other categories of persons. These categories and their powers are as follows:
- Representatives of territorial procurement centers - within the administrative territory to which the powers of the relevant territorial procurement center extend.
- Representatives of structural units of district military administrations - within the administrative territory to which the powers of the relevant district military administration extend.
- Representatives of executive bodies of village, settlement, and city councils - within the administrative boundaries of settlements and territories to which the powers of the relevant executive bodies extend.
- Representatives of enterprises, institutions, organizations - on the territory of enterprises (institutions, organizations) and in places where employees perform work (duties).
Istomin also emphasized that these individuals can notify citizens both independently and as part of notification groups. As for the places where summonses can be served, this can happen around the clock at the address of the place of residence or the address of the declared/registered place of residence, work, study, as well as in public places, public buildings and structures, places of mass gathering of people, territorial recruitment and social support centers, checkpoints (blockposts) and checkpoints across the state border of Ukraine.
