Why you may be included in the CCC wanted list and how to avoid it

Citizens subject to military service may be declared wanted by territorial recruitment centers (TCC) if they fail to appear for a summons. The only way to get rid of this status is to appear in person at the relevant TCC. Kateryna Anishchenko, Riyako&Partners,

How do they get on the wanted list?

During martial law, summonses to military conscripts are sent by registered mail via Ukrposhta. If the addressee does not appear for the document within 30 days, the envelope is returned to the CCC with the appropriate mark: “absent at address” , “did not appear” , “refusal to receive” . This gives the CCC grounds to initiate a search - by sending a request to the police.

The wanted person is entered into the “Oberig” register, which is accessible to the CCC and the police. In the “Rezerv+” application, the status of the person wanted by the CCC is displayed with a red mark.

How to get rid of the "wanted" status

According to the lawyer, the only way to remove the wanted status is to appear in person at the CCC. After appearing:

  • the person is explained the reason for the search;

  • hand over the protocol of sending the summons;

  • draw up a report on an administrative violation (a fine for failure to appear is possible);

  • After that, the “wanted” status is canceled, and the data is updated in the “Oberig” registry.

If the summons was sent to the wrong address (not the one listed in the registry), the person cannot be held accountable, and the CCC must close the proceedings.

If you are afraid to go to the TCC

A lawyer has the right to request the CCC regarding the grounds for his client being wanted. This is especially true if the summons was not received or there are other doubts about the legality of the actions.

How to check if you are wanted

  • In the Reserve+ , the status of a military registration violation is marked in red.

  • At the Oberig , the CCC and the police are visible.

According to the current accounting procedure, a person is removed from the wanted list only after a personal appearance at the CCC. Only after that are changes made to the database.
