Having a valid deferment from mobilization does not always protect Ukrainians from problems with military registration. Recently, more and more conscripts have reported situations where they have been assigned the status of "wanted" in the "Reserve+" application due to alleged failure to appear for a summons, which the person did not actually receive.
Lawyer Vladyslav Derii analyzed one such case — a man who has been in "wanted" status since March 2025, despite the current postponement — and outlined several possible scenarios for resolving the situation.
The first option is the fastest, but also the most controversial. The “Reserve+” application provides for the mechanism of the so-called “online fine”. An application for recognition of a violation is submitted through the “Online Fines” section. The territorial procurement center considers it within three days. If the fine is paid within 20 days, a 50 percent discount applies, and the amount is 8,500 hryvnias. After that, the “wanted” status disappears. At the same time, the lawyer warns: paying a fine means automatic recognition of the offense, even if the person did not actually commit it.
The second way is to legally protect your rights. It is suitable for those who are not ready to pay for unfounded accusations. To do this, you need to send a written application to the CCC by registered letter with a request to close the case. Arguments may include the lack of confirmation of service of the summons or the expiration of the deadlines for bringing to administrative responsibility. If the appeal is ignored, the CCC's actions can be appealed in court. This option takes more time, but allows you to maintain your legal position without admitting guilt and paying a fine.
The third option is waiting. According to the observations of lawyers, in some cases the "wanted" status disappears automatically after a certain period of time, for example, a year after its appearance. If the status was assigned in March 2025, there is a possibility that it will be automatically removed in March 2026. However, this path is associated with risks, because before the status disappears, a person may be stopped for document verification.
Separately, lawyers draw attention to updates related to the extension of deferrals in "Reserve+". Currently, the extension of the deferral from mobilization occurs automatically if the grounds for it remain valid and are confirmed through state registers. In this case, there is no need to submit additional applications or documents.
However, if the application does not receive a notification about the extension of the deferral by the specified deadline, this means that the system has not confirmed the right to it. In such a situation, it is necessary to contact the CCC and the SP directly to clarify the reasons.
From November 1, updated rules for booking and processing deferrals will come into effect in Ukraine. They provide for the full digitalization of processes, reducing queues at the CCC and reducing the impact of the human factor. Automatic extension of deferrals will apply to persons with disabilities, temporarily unfit for service, parents with many children, families with children with disabilities, persons caring for parents with disabilities, full-time and dual-form students, scientific and pedagogical workers, as well as families of those killed, missing or illegally detained due to Russian aggression.
