The Center for Comprehensive Rehabilitation for Persons with Disabilities in Shevchenkivskyi District of Kyiv has signed a contract with “Europerspective” LLC for the capital renovation of the building in the amount of UAH 126.63 million. Taking into account previous agreements, the total cost of the reconstruction will reach UAH 163.37 million. This is reported by “Nashi Groshi”.
The renovation will last until the end of 2026 in the premises at 3 Zoologichna Street. Back in December 2024, journalists recorded an overestimation of the cost of building materials in the previous contract by UAH 36.74 million.
The work is planned to be financed from the local budget: UAH 44.14 million in 2025 and UAH 82.49 million in 2026. The project was developed by “Proektiya” LLC, the expertise was conducted by the “Kyivoblbudekspertyza” branch. The contract price is firm, it includes UAH 1.67 million for risks and UAH 11.99 million for inflation.
Monitoring of market prices revealed significant discrepancies with the estimate:

Thermal insulation for air ducts is included at 1,489 UAH/m² — market price 504–881 UAH/m² (overpayment 2–3 times).

Corner bumper — 2,310 UAH/m, while on the market it is 260–554 UAH/m (4–9 times more expensive).

Wall handrail — 7,331 UAH/piece, analogues cost 1,200–1,776 UAH/piece.

Fireproof paint — 589 UAH/kg instead of 438 UAH/kg.

Reinforcement — 46,475 UAH/t instead of 32,435–34,150 UAH/t.

Decorative screens for radiators — 5,341 UAH/piece, compared to market prices of 849–1,090 UAH.

Granite tiles — 5,904 UAH/m² at a market price of 1,104–2,856 UAH/m².
For these items alone, according to journalists' estimates, the possible overpayment exceeds UAH 3 million — this is equivalent to the cost of about 20 DJI Matrice 4T drones.
The estimate also includes UAH 5.31 million for premium concealed doors, UAH 5.24 million for Armstrong ceilings, and UAH 1.34 million for custom stained glass windows. The builders' salary in the document is UAH 26,515 per month — significantly lower than the real average in Kyiv (about UAH 40,000), which may indicate hidden payments due to overpricing of materials.
The contractor was selected without competition — no other bidders submitted a bid. Requirements for potential contractors included 111 pieces of equipment, previously confirmed certificates of construction waste removal, and work without advance payment.
The interim head of the Center is Ivan Ruchka, Nataliya Kuzub is responsible for procurement.
LLC “Europerspectiva” was registered in 2017, the current owner is Oleksiy Masalov. The previous owner is Oleksiy Yushchenko, the head of a religious community and a public organization. Since 2023, the company has received contracts in the Shevchenkivskyi district for UAH 186.16 million, mostly from the same customer.
