In the first half of 2025, the Unified Register of Debtors recorded 375,810 debts for non-payment of fines for traffic violations. This is less than last year, but still a third more than in 2023, Glavkom reports, citing Opendatabot.
Analytics show that not only the number of debts is changing, but also their gender distribution. If in 2021 women accounted for only 8% of those who owed unpaid traffic fines, in 2025 this figure had already increased to 21%. That is, the share of female drivers who did not pay their fines on time has almost tripled in a few years.
However, the bulk of violators remain among men aged around 40. They account for 41% of all debts. In total, out of 1.8 million unpaid fines registered in the system, 1.7 million belong to men.
The largest number of debtors was recorded in Kyiv — 43,654 proceedings, which is 12% of the national indicator. Next are:

Dnipropetrovsk region — 36,879 (10%);

Odesa region — 29,502 (8%).
Since the start of the full-scale war, the number of unpaid fines has increased. This is explained not only by the general economic situation, but also by changes in the structure of the driving audience: the share of women behind the wheel is increasing, and accordingly, they are beginning to occupy an increasingly prominent place in the debt statistics.
