Almost 10 million hryvnias from the budget were spent on salaries and bonuses for employees of two kindergartens in the Kyiv region, who were actually not working.
This was reported by the State Audit Service after an inspection of the Ukrainian community of the Obukhiv district.
It turned out that in the village of Trypillya, the Cheburashka nursery school has not been accepting children since September 2023 due to a lack of shelter. Despite this, 4.59 million hryvnias were transferred to salaries for teachers and technical staff, of which more than 1.4 million were bonuses and allowances "for the complexity and intensity of work."
Even more illustrative is the example of the "Sonechko" kindergarten in the city of Ukrainka. The institution has been closed since September 2021 due to reconstruction, which is still ongoing. At the same time, in February 2022, the mayor made a decision to open five additional groups and expand the staff. 19 employees who had been laid off were returned to the staff and 21 new ones were hired. As a result, more than 5 million hryvnias were spent on salaries for the staff of the non-working kindergarten.
In total, the community spent 9.67 million hryvnias on the maintenance of two institutions that were actually closed.
Auditors point to inaction and lack of control by the Ukrainian City Council and the Department of Humanitarian Development. The audit materials have been transferred to the Prosecutor General's Office.
