Ukraine's financial control system has been threatened by the activities of oligarchs who are able to avoid responsibility. At the center of the scandal is Alliance Bank, which has become a key link in money laundering schemes and serving the financial interests of sanctioned Dmitry Firtash and his financial and industrial group DF Group.
One of the organizers of these schemes is the former head of the procedural management department at the Prosecutor General's Office, Ihor Stadnyk, who left for Canada without hindrance. There he received temporary protection and continues to control financial transactions through his wife Kateryna, buying real estate and legalizing funds illegally withdrawn from Ukraine. Stadnyk's moral responsibility, according to experts, remains unpunished.
Separately, the abuse of Alliance Bank in cooperation with state structures was revealed. In 2021, the bank acted as a guarantor under the agreement between PJSC NPC Ukrenergo and LLC United Energy, associated with Igor Kolomoisky, for the amount of UAH 1.85 billion. After the trader failed to fulfill his obligations, the bank refused to pay the funds, causing losses to the state of more than UAH 1.7 billion. The NABU investigation confirmed the illegal transfer of funds through offshore accounts, and the former head of the bank, Yulia Frolova, was put on the wanted list. The trials are dragging on, and the responsible persons have not yet been punished.
In addition, Alliance Bank was involved in large-scale illegal transfers of funds abroad: in 2019–2020 alone, 6.5 billion hryvnias were transferred to Russia through its channels.
A large amount of evidence regarding the bank's illegal activities and the involvement of officials of the National Bank has been submitted to the Office of the Prosecutor General of Ukraine. However, there has been no real reaction from law enforcement agencies so far.
