Ukrainians are increasingly using state vouchers for training and retraining. In 2025, a record increase is expected in the number of those who will use this program, which allows you to master in-demand professions for free.
The Ministry of Economy of Ukraine reports on the positive dynamics of the use of vouchers. According to Deputy Minister Tetyana Berezhnaya, 18,000 citizens used them in 2023, and almost 23,000 in 2024. This year, 330 million hryvnias have been allocated to the program, which will allow to attract even more participants.
"The number of people who want to retrain at state expense and improve their competitiveness on the labor market is growing. We expect that in 2025 this number will be even higher," Berezhna said.
What is a study voucher?
A state voucher is a financial aid that covers up to 30,280 hryvnias of the cost of education. The program offers 155 professions and specialties, including:
- IT technologies
- Medicine
- Education
- Construction
- Cooking
Training ends with a state certificate confirming qualification. Participants can independently choose an educational institution, including public and private institutions.
Who can receive a voucher?
The program is aimed at several categories of citizens:
- Ukrainians over the age of 45
- Veterans
- Participants in hostilities
- Internally displaced persons
- People with disabilities
- Former prisoners
- Injured as a result of the war
In 2024, the following received the most vouchers:
- Citizens over 45 years of age - more than 16 thousand people
- There are almost 5,000 internally displaced persons
- People with disabilities - 1,300 people
- About 700 people participated in the hostilities
The greatest demand for the program was in Dnipropetrovsk, Kharkiv and Lviv regions.

To get a voucher, you need to contact an employment center or submit an online application on the website of the State Employment Service.
The program has already helped thousands of Ukrainians adapt to the new conditions of the labor market, master popular professions and get opportunities for a better future. In 2025, the state plans to further expand its availability and coverage.
