Who can apply for "reservation"?
Ukrainian enterprises and individual entrepreneurs can reserve their employees from mobilization if their activities are critically important for the state. Lawyer Dmytro Franchuk explained that this became possible thanks to the new resolution of the Cabinet of Ministers of November 22.
Critically important enterprises are those that work in the following areas:
- energy,
- transport,
- medicine,
- defense industry.
FPOs that, for example, repair cars for the military, can also get this status.
Basic criteria for booking
- Critically important enterprise status. To get this status, you need to contact the relevant ministry that is responsible for a specific field of activity. In the application, it is necessary to provide evidence of defense contracts, partnerships and significance for the state.
- Salary. One of the key requirements is the salary level of employees - at least 20 thousand hryvnias.
- Documentary confirmation. All data on the activity of the FOP or enterprise must be described in detail in the submitted documents.
Procedure for booking employees
In order to make a "booking", an FOP or an enterprise must:
- submit lists of employees to the Ministry of Defense,
- use the Diya portal to transfer documents,
- wait for the approval of the General Staff of the Armed Forces.
The reservation decision is confirmed by a certificate that is valid for six months with the possibility of extension.
Peculiarities for mobilized FOPs
Individual entrepreneurs who have already been mobilized cannot continue to conduct business independently. They should transfer the management of the business to another person under a power of attorney so that the business can continue to operate.
Dismissal of employees with "armor"
If an employee who was booked is fired, this automatically removes his "armor". The enterprise is obliged to notify the Ministry of Defense or the TCC, after which the place for reservation becomes vacant.

- Prepare the necessary documents confirming your activity in a timely manner.
- Make sure that the salary level meets the requirements of the Cabinet of Ministers.
- Collaborate with relevant ministries to confirm business relevance.
Obtaining "armor" is a difficult but real process for those who make a significant contribution to the work of critical areas of the economy and defense of Ukraine.
